La presente investigación tiene como objetivo analizar la relación sociedad-Estado en un instrumento de participación ciudadana, de manera particular la relación entre el Plan Estratégico de Juárez (PEJ) con las y los habitantes de Ciudad Juárez, así como con el gobierno municipal (GM), en el proceso del presupuesto participativo (PP) 2019-2024. La investigación tiene como sustento teórico la relación sociedad-Estado, abordada desde la tipología propuesta por Montambeault (2015) y el análisis de la participación ciudadana en la esfera pública, propuesto por Viejo et al. (2009). La investigación se realizó con un enfoque cualitativo, de tipo descriptivo-explicativo y se basa en un estudio de caso respaldado por la revisión documental, observación no participante y quince entrevistas semiestructuradas a actores claves. El enfoque teórico-metodológico permitió comprender cómo interactúa el PEJ con la sociedad y el GM en el contexto del PP dentro de un sistema democrático. Como resultado, fue posible establecer que la relación del PEJ con la sociedad se caracteriza por la cooperación democrática, mientras que la relación con el GM está marcada por la cooptación desempoderada, y que el proceso del PP enfrenta desafíos como la falta de conocimiento y la inclusión de grupos diversos. Asimismo, el PEJ destaca como un actor importante en el fomento de la participación ciudadana y en el fortalecimiento democrático en Ciudad Juárez.
The present research aims to analyze the society-state relationship within a citizen participation instrument, specifically focusing on the relationship between the Plan Estratégico de Juárez (PEJ) and the inhabitants of Ciudad Juárez, as well as with the municipal government (GM), during the participatory budgeting (PP) process from 2019 to 2024. The theoretical foundation of this research is based on the society-state relationship, approached from the typology proposed by Montambeault (2015) and the analysis of citizen participation in the public sphere, proposed by Viejo et al. (2009). The research was conducted using a qualitative approach, with a descriptive-explanatory design, and is based on a case study supported by document review, non-participant observation, and fifteen semi-structured interviews with key actors. The theoretical-methodological approach allowed for an understanding of how the PEJ interacts with society and the GM within the context of PP in a democratic system. As a result, it was possible to establish that the PEJ's relationship with society is characterized by democratic cooperation, while its relationship with the GM is marked by disempowered cooptation, and that the PB process faces challenges such as the lack of knowledge and the inclusion of diverse groups. Additionally, the PEJ emphasizes like an actor important in promoting citizen participation and strengthening democracy in Ciudad Juárez.
